I live outside the US. Do I still need to file Form 1040?

Yes. The US taxes its citizens on worldwide income, which means US citizens file a federal return every year regardless of where they live or where they earn their income. If you also pay tax in the country where you live, you may be able to claim the Foreign Tax Credit to offset your US tax liability and avoid being taxed twice on the same income. US citizens abroad also get an automatic two-month extension to June 15, though this does not extend the deadline for paying any tax owed.
